江蘇省服務(wù)型制造示范申報(bào)類別

(一)示范企業(yè)。面向定制化服務(wù)、供應(yīng)鏈管理、檢驗(yàn)檢測(cè)認(rèn)證服務(wù)、全生命周期管理、總集成總承包、節(jié)能環(huán)保服務(wù)、生產(chǎn)性金融服務(wù)及其他服務(wù)型制造創(chuàng)新模式開展遴選。

(二)示范平臺(tái)。面向定制化服務(wù)、供應(yīng)鏈管理、共享制造、檢驗(yàn)檢測(cè)認(rèn)證服務(wù)、全生命周期管理、總集成總承包、節(jié)能環(huán)保服務(wù)、生產(chǎn)性金融服務(wù)及其他服務(wù)型制造創(chuàng)新模式開展遴選。

(三)示范項(xiàng)目。針對(duì)依托產(chǎn)業(yè)集群發(fā)展共享制造的項(xiàng)目進(jìn)行遴選。

(四)示范城市。面向推動(dòng)服務(wù)型制造創(chuàng)新發(fā)展有切實(shí)舉措和突出成效的城市開展遴選。

江蘇省服務(wù)型制造示范企業(yè)、平臺(tái)、項(xiàng)目申報(bào)條件要求及名額

(一)共性條件。

申報(bào)主體應(yīng)在中華人民共和國(guó)境內(nèi)注冊(cè),具有獨(dú)立法人資格,運(yùn)營(yíng)和財(cái)務(wù)狀況良好,近2年內(nèi)未發(fā)生重大質(zhì)量、環(huán)?;虬踩鹿剩瑳](méi)有違法行為或涉嫌違法正在接受審查的情況。

(二)專項(xiàng)條件及推薦名額。

1.示范企業(yè)。

申報(bào)企業(yè)應(yīng)為具有鮮明服務(wù)型制造特點(diǎn)的制造業(yè)企業(yè)。申報(bào)企業(yè)應(yīng)通過(guò)戰(zhàn)略規(guī)劃、組織保障、技術(shù)創(chuàng)新、流程再造、市場(chǎng)拓展、人才培養(yǎng)等措施進(jìn)行服務(wù)型制造轉(zhuǎn)型升級(jí),并取得顯著成效。在本行業(yè)或相關(guān)領(lǐng)域內(nèi),其生產(chǎn)技術(shù)與工藝、服務(wù)能力與水平具有一定優(yōu)勢(shì),服務(wù)收入占企業(yè)營(yíng)業(yè)收入比重達(dá)30%以上。

各省、自治區(qū)、直轄市及計(jì)劃單列市、新疆生產(chǎn)建設(shè)兵團(tuán)工業(yè)和信息化主管部門(以下統(tǒng)稱省級(jí)主管部門)可推薦示范企業(yè)不超過(guò)6個(gè)。

2.示范平臺(tái)。

申報(bào)平臺(tái)應(yīng)為從制造業(yè)企業(yè)衍生出的服務(wù)平臺(tái)或第三方專業(yè)服務(wù)平臺(tái)(包括應(yīng)用服務(wù)提供商),也可為高等院校、科研院所、行業(yè)組織等服務(wù)機(jī)構(gòu)。截至申報(bào)日正式投入運(yùn)營(yíng)時(shí)間須滿2年。分為共享制造類和其他類。

申報(bào)共享制造類的平臺(tái),應(yīng)圍繞制造資源的在線發(fā)布、訂單匹配、生產(chǎn)管理、支付保障、信用評(píng)價(jià)等,應(yīng)用新一代信息技術(shù),深度整合分散化、多樣化制造資源,發(fā)展“平臺(tái)接單、按工序分解、多工廠協(xié)同”的共享制造模式,有效提升相關(guān)行業(yè)、區(qū)域制造資源的集聚和共享水平。各省級(jí)主管部門可推薦共享制造類示范平臺(tái)不超過(guò)1個(gè)。

申報(bào)其他類的平臺(tái),應(yīng)能夠較好滿足相關(guān)制造業(yè)企業(yè)在發(fā)展服務(wù)型制造方面的服務(wù)需求,具備在線服務(wù)、線上線下聯(lián)動(dòng)等功能,在服務(wù)體系建設(shè)、服務(wù)能力提升、服務(wù)模式等方面有所創(chuàng)新,能夠有效提升制造效率和能力,有效降低企業(yè)間交易成本和合作風(fēng)險(xiǎn)。各省級(jí)主管部門可推薦其他類示范平臺(tái)不超過(guò)3個(gè)。

3.示范項(xiàng)目。

示范項(xiàng)目面向共享制造開展遴選。申報(bào)項(xiàng)目應(yīng)圍繞相關(guān)產(chǎn)業(yè)集群的共性制造需求,建設(shè)共享工廠、共性技術(shù)中心,為產(chǎn)業(yè)集群內(nèi)企業(yè)提供共享物流、倉(cāng)儲(chǔ)、采銷、人力等服務(wù),促進(jìn)集群內(nèi)生產(chǎn)組織效率提升。各省級(jí)主管部門可推薦示范項(xiàng)目不超過(guò)3個(gè)。

 

江蘇省服務(wù)型制造示范城市申報(bào)條件要求及名額

(一)申報(bào)城市應(yīng)在推動(dòng)服務(wù)型制造創(chuàng)新發(fā)展方面政策舉措實(shí)、工作力度大、轉(zhuǎn)型成效顯著、支撐體系持續(xù)優(yōu)化,能夠?yàn)槠渌鞘邪l(fā)展服務(wù)型制造提供經(jīng)驗(yàn)借鑒。

(二)申報(bào)示范城市分為工業(yè)設(shè)計(jì)特色類和其他類。

申報(bào)工業(yè)設(shè)計(jì)特色類的城市,應(yīng)擁有一批國(guó)家工業(yè)設(shè)計(jì)中心,在制造業(yè)重點(diǎn)領(lǐng)域設(shè)計(jì)突破、高端制造業(yè)設(shè)計(jì)人才培育、國(guó)家工業(yè)設(shè)計(jì)研究院創(chuàng)建、工業(yè)設(shè)計(jì)基礎(chǔ)研究等方面取得顯著成效,工業(yè)設(shè)計(jì)賦能制造業(yè)高質(zhì)量發(fā)展成效突出。各省級(jí)主管部門可推薦工業(yè)設(shè)計(jì)特色類示范城市不超過(guò)1個(gè)。

申報(bào)其他類的城市,應(yīng)擁有一批我部遴選的服務(wù)型制造示范企業(yè)、平臺(tái)及項(xiàng)目,服務(wù)型制造主要模式深入發(fā)展、轉(zhuǎn)型特點(diǎn)顯著,制造業(yè)企業(yè)服務(wù)產(chǎn)出顯著提升,支撐服務(wù)型制造發(fā)展的公共服務(wù)體系、人才隊(duì)伍建設(shè)逐步優(yōu)化,相關(guān)生產(chǎn)性服務(wù)業(yè)發(fā)展水平較高,服務(wù)型制造發(fā)展對(duì)制造業(yè)GDP增長(zhǎng)的貢獻(xiàn)顯著提升。各省級(jí)主管部門可推薦其他類示范城市不超過(guò)1個(gè)。

 

江蘇省服務(wù)型制造示范申報(bào)流程

(一)各省級(jí)主管部門負(fù)責(zé)組織本地區(qū)申報(bào)推薦工作。

(二)請(qǐng)申報(bào)主體完成申報(bào)網(wǎng)站注冊(cè)并填報(bào)申報(bào)書。示范城市申報(bào)書由本級(jí)政府工業(yè)和信息化主管部門負(fù)責(zé)填報(bào)。

(三)省級(jí)主管部門對(duì)本地區(qū)所有申報(bào)主體的申報(bào)材料進(jìn)行初審,并按照推薦名額擇優(yōu)推薦。

通過(guò)初審的申報(bào)主體,須下載申報(bào)書并加蓋公章(示范城市申報(bào)書由所在城市人民政府蓋章),報(bào)送省級(jí)主管部門。省級(jí)主管部門對(duì)本地區(qū)申報(bào)材料進(jìn)行匯總、審核后,加蓋推薦單位公章,并填寫“服務(wù)型制造示范遴選申報(bào)匯總表”。

請(qǐng)各省級(jí)主管部門將申報(bào)匯總表及相關(guān)申報(bào)書(一式1份)報(bào)送我部(產(chǎn)業(yè)政策與法規(guī)司)。

(四)我部將組織第三方評(píng)審,并對(duì)通過(guò)專家評(píng)審的申報(bào)城市及需要進(jìn)一步了解情況的申報(bào)企業(yè)、平臺(tái)、項(xiàng)目進(jìn)行現(xiàn)場(chǎng)考察。

 

Application category of Jiangsu service-oriented manufacturing demonstration

(1) Demonstration enterprises. The selection is oriented to customization services, supply chain management, inspection, testing and certification services, full life cycle management, general integration and contracting, energy conservation and environmental protection services, productive financial services and other service-oriented manufacturing innovation models.

(2) Demonstration platform. The selection is oriented to customized services, supply chain management, shared manufacturing, inspection and testing certification services, full life cycle management, general integration and general contracting, energy conservation and environmental protection services, productive financial services and other service-oriented manufacturing innovation models.

(3) Demonstration projects. Select projects that rely on industrial clusters to develop shared manufacturing.

(4) Demonstration city. The selection will be carried out for cities with practical measures and outstanding achievements to promote the innovative development of service-oriented manufacturing.

Jiangsu service-oriented manufacturing demonstration enterprises, platforms, project application requirements and quota

(1) Common conditions.

The applicant shall be registered within the territory of the People's Republic of China, have independent legal personality, have good operation and financial conditions, have no major quality, environmental protection or safety accidents in the past two years, and have no illegal acts or suspected violations under review.

(2) Special conditions and recommended quota.

1. Demonstration enterprises.

The applicant shall be a manufacturing enterprise with distinctive service-oriented manufacturing characteristics. The applicant enterprise shall carry out transformation and upgrading of service-oriented manufacturing through strategic planning, organizational guarantee, technological innovation, process reengineering, market expansion, talent training and other measures, and achieve remarkable results. In the industry or related fields, its production technology and process, service capacity and level have certain advantages, and the service income accounts for more than 30% of the enterprise's operating income.

The competent departments of industry and information technology of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and Xinjiang Production and Construction Corps (hereinafter collectively referred to as the provincial competent departments) can recommend no more than 6 demonstration enterprises.

2. Demonstration platform.

The application platform shall be a service platform derived from manufacturing enterprises or a third-party professional service platform (including application service providers), and it can also be a service institution such as universities, scientific research institutes, industry organizations, etc. The official operation time must be 2 years as of the declaration date. It is divided into shared manufacturing and other categories.

The platform applying for shared manufacturing should focus on the online release of manufacturing resources, order matching, production management, payment guarantee, credit evaluation, etc., apply a new generation of information technology, deeply integrate decentralized and diversified manufacturing resources, develop a shared manufacturing model of "platform order receiving, process decomposition, and multi factory collaboration", and effectively improve the concentration and sharing level of manufacturing resources in related industries and regions. Each provincial competent department can recommend no more than one shared manufacturing demonstration platform.

The platform applying for other categories should be able to better meet the service needs of relevant manufacturing enterprises in the development of service-oriented manufacturing, with online services, online and offline linkage and other functions, innovate in service system construction, service capability improvement, service mode and other aspects, effectively improve manufacturing efficiency and capacity, and effectively reduce transaction costs and cooperation risks between enterprises. Each provincial competent department can recommend no more than 3 other demonstration platforms.

3. Demonstration project.

The demonstration projects are selected for shared manufacturing. The declared projects should focus on the common manufacturing needs of relevant industrial clusters, build shared factories and common technology centers, provide shared logistics, warehousing, purchasing and marketing, human resources and other services for enterprises in the industrial clusters, and promote the efficiency of production organizations in the clusters. Each provincial competent department can recommend no more than 3 demonstration projects.

Application requirements and quota of service-oriented manufacturing demonstration cities in Jiangsu Province

(1) The applicant city should take solid policies and measures to promote the innovative development of service-oriented manufacturing, work hard, achieve remarkable transformation results, and continuously optimize the support system, which can provide experience for other cities to develop service-oriented manufacturing.

(2) The declared demonstration cities are divided into industrial design characteristics and other categories.

Cities applying for industrial design characteristics should have a number of national industrial design centers, which have made remarkable achievements in design breakthroughs in key areas of manufacturing industry, cultivation of high-end manufacturing design talents, establishment of national industrial design institutes, basic research of industrial design, etc., and achieved outstanding results in enabling high-quality development of manufacturing industry by industrial design. Each provincial competent department can recommend no more than one industrial design characteristic demonstration city.

Cities applying for other categories should have a number of service-oriented manufacturing demonstration enterprises, platforms and projects selected by the Ministry. The main model of service-oriented manufacturing has been deeply developed and has significant transformation characteristics. The service output of manufacturing enterprises has been significantly improved. The construction of public service systems and talent teams supporting the development of service-oriented manufacturing has been gradually optimized. The development level of relevant productive services is relatively high, The contribution of service-oriented manufacturing development to the GDP growth of manufacturing industry has significantly improved. Each provincial competent department may recommend no more than one other type of demonstration city.

Application process of Jiangsu service-oriented manufacturing demonstration

(1) Each provincial competent department shall be responsible for organizing the local declaration and recommendation work.

(2) The applicant shall complete the registration of the application website and fill in the application form. The application form for a demonstration city shall be filled in by the competent industry and information technology department of the government at the corresponding level.

(3) The provincial competent department shall conduct a preliminary review of the application materials of all the applicants in the region and make recommendations based on the number of recommended applicants.

The applicant who has passed the preliminary examination shall download the application form and affix its official seal (the application form for a demonstration city shall be sealed by the people's government of the city where it is located) and submit it to the provincial competent department. After summarizing and reviewing the application materials of the region, the provincial competent department shall affix the official seal of the recommending unit and fill in the "Application Summary Form for Service oriented Manufacturing Demonstration Selection".

All provincial competent departments are requested to submit the declaration summary form and relevant declaration forms (in one copy) to our Ministry (Department of Industrial Policies and Regulations).

(4) Our department will organize a third-party review, and conduct on-site inspection on the applicant cities that have passed the expert review and the applicant enterprises, platforms and projects that need to know more about the situation.
